The 20th Madrid Forum invited CEER, together with stakeholders, to elaborate concepts on the allocation of incremental capacity so that “new build” capacity at existing interconnection points can be integrated into a market-based approach. Being aware of the importance of this issue in general and also the interlinkages with other workstreams, CEER developed an integrated proposal considering the work on the network code for capacity allocation, Energy Infrastructure Regulation discussions, the gas Ten Year Network Development Plan (TYNDP) as well as CEER's past work on Open Seasons.
The purpose of the CEER public consultation document (C12-GWG-87-03) is to consult on options for incremental capacity auctions as well as on possible interactions between incremental capacity auctions and European and national TYNDPs that would support efficient investment in cross-border gas infrastructure and facilitate the development of the single European gas market.
Following the consultation, CEER will elaborate a conclusions document incorporating stakeholders' responses. This conclusions paper will be used to support the further development of the European gas target model and the European framework guidelines and network codes.
Stakeholders are invited to participate in the public consultation via a dedicated online questionnaire in this section of the European energy regulators´ website. Please note that only answers submitted via the online questionnaire will be taken into consideration.
CEER invites all interested parties to provide comments to the consultation document, and in particular to the list of specific questions set out in the consultation paper.
Any comments should be received by Friday, 14 September 2012 through the dedicated online questionnaire. Please note, that the login request to fill in the questionnaire must be sent by Tuesday, 11 September 2012.
We also would like to kindly remind you that, if you or your company already registered for a login during the past few consultations, that login can be used for this one as well.
Following the public consultation period, CEER will publish all responses received from stakeholders that are not marked as confidential. Respondents requesting confidentiality should submit those confidential aspects of their response by marking them as "confidential" in the dedicated online questionnaire.
Any questions on the consultation document and the online consultation should in the first instance be directed to:
